  • About
Large scale, complex Federal IT programs face several challenges. Serebrum employs  a Balanced Scorecard approach to visualize all the moving parts of the program at the same time - work plan, milestones, integrated schedules, financial management, resource allocation and quality. This helps ensure that Agencies can effectively monitor and control contractor performance by identifying and communicating risks early.

By default, large programs fail. We can help you succeed with an integrated program plan. IMS and EVM are not the crutches that ensure success - truth and performance are integral to consistent program delivery.

The lessons from Healthcare.gov are applicable to all programs.

Measure What Matters

  • Work Plan - Is the WBS realistic, are integration and database issues properly accounted for? Are requirements provided/captured effectively?
  • Milestones - Is an Integrated Milestone Plan in place?
  • Schedule - Does the Integrated Master Schedule include all activities - Agency, Contractor and Subcontractor?
  • Costs - Is earned value realistic? Is it being gamed?
  • Risks - Is the risk register updated and communicated weekly?
  • Program Manager - Is the program manager qualified to handle the program?
  • Resource Allocation - Is allocation and mix consistent with work plan and objectives? Is a benchmark established?
